When examining the aviation system itself: it has grown a very complex socio-technological system indeed. An airplane itself is a system of systems (including the design and all advanced technology) and every flight is taking place in/part of a much larger system of competing and cooperating airlines, complex airspace structure and procedures, airport infrastructure, legislation, . A healthy, well-managed Civil Aviation sector, supported by good aviation policy-making and regulation, is vital to the economy of every state. Civil Aviation Authorities (CAAs) are responsible for the oversight and regulation of civil aviation with a focus on aviation safety, security, airspace policy, economic regulation, efficiency. 〈Introduction〉 Recently, the workload of Air Traffic Control (ATC) has become heavier due to increase in air traffic demands. Especially, human errors that lead to both major and minor incidents are considered to be a serious problem for air traffic safety management.

A Safety Management System (SMS) is a systematic and proactive approach to managing safety risks. Risk management activities are at the heart of SMS, including the identification of safety issues, risk assessments and risk mitigation. It is supported by a strong assurance function that monitors compliance and performance as well as managing. The scope of this specification identifies the functional and performance requirements to replace existing Mode S Systems. The MSBRS will provide surveillance data from Mode S and Air Traffic Control Radar Beacon System (ATCRBS) equipped aircraft. The MSBRS will receive ADS-B Messages for target acquisition and tracking.

The third section describes the progress that researchers and practitioners have made in incorporating human factors knowledge, tools, and techniques into air traffic management. There have been many excellent book chapters, research papers, articles, and comprehensive books written on human factors and air traffic control.

The use of the term "human factors" in aviation maintenance engineering is new. Aircraft accidents such as that of the Aloha aircraft in the USA in 1 and the BAC windscreen accident in the UK in June focused attention on human does not mean that human factors issues were not present before these dates or that human.

Air traffic control (ATC) is a service provided by ground-based air traffic controllers who direct aircraft on the ground and through controlled airspace, and can provide advisory services to aircraft in non-controlled primary purpose of ATC worldwide is to prevent collisions, organize and expedite the flow of air traffic, and provide information and other support for pilots.
